The legislative body of highest authority is the National People's Congress (NPC).

Drafting legislation is the work of the Commission of the Legislative Affairs of the Standing Committee of the NPC.

Normally the Standing Committee deliberates 3 times on new legislation before a final draft is presented to a plenary session of the NPC.

The official publication is in the Zhonghua Renmin Gongheguo Falu Hibian.

Zhonghua renmin gongheguo quanguo renmin daibiao dahui changwu weiyuanhui gongbao (Gazette of the NPC Standing Committee of PR) contains statutory interpretations.
